Steve Davis


From 2014 – 2017 Steve was Manager of Business Development at ENGIE/GDF SUEZ Canada Inc. He focused on IPP project development in Western Canada including leading bids on a 350 MW CCGT, acquiring a dozen wind and hydro and district energy projects, securing new wind power sites and negotiating agreements with First Nations.

From 2001 – 2014 Steve’s consulting firm provided commercial, financial and strategic market advice on developing clean power projects and P3 infrastructure in B.C. In addition to forecasting industry-level trends and opportunities based on his IPPBC experience Steve advised on project-level matters based on his dozen years of running the project development subsidiaries for FortisBC and Ledcor.

From 2001 – 2009 Steve was President of CEBC (previously called the Independent Power Producers association of BC or IPPBC). He led CEBC’s advocacy efforts which resulted in BC Hydro issuing 8 Calls for Power. Steve has been a Director since 1993. Steve co-authored over a dozen major reports and commentaries on BC Hydro power procurement contracts and call processes and provincial energy policy and provided testimonies at the BC Utilities Commission. Steve was also Founding Director of the Canadian Council for Public-Private Partnerships and represented B.C. on C2P3 for 10 years.

From 1989 – 2001 Steve worked for FortisBC and Ledcor developing projects fueled by biomass, run-of-river hydro, and co-generation totaling over $200 million. Steve’s P3 project work includes; water and wastewater treatment plants, waterworks and natural gas pipeline networks, highways, bridges, and power transmission lines.

He has a Civil Engineering degree from UBC and an MBA from the University of Western Ontario.
