Rochelle Pancoast


Joining the City of Medicine Hat as the City’s General Manager, Utilities Business Development & Support, Rochelle returned ‘home’ to be responsible for leading a dynamic team optimizing utility assets and commercial instruments, maximizing economic potential for the Utilities Division and setting a course for the City’s environmental road map.  This includes being responsible for the effective utilization of financial models, financial risk management and providing valuable business support services to the City’s Utility (gas & electric) Distribution Systems, Environmental Utilities and Electric Generation departments including renewable energy deployment.  As the exclusive electricity provider in its service territory, the City of Medicine Hat uniquely owns over 250 MWs of electric generating assets supplemented by additional capacity through power purchase agreements.

Prior to her current role, Rochelle established her career with increasing responsibility across a number of roles at TransAlta Corporation, including financial management, asset planning, supply chain management, commercial management, wind operations, market analysis and sustainable development.  Her most recent role at TransAlta was as Managing Director, Asset Management and Finance for the Gas & Renewables department, and prior to that, she led Canada’s largest wind generation business as Director, Wind Operations.

Rochelle holds a Masters of Arts in Economics from the University of Calgary and serves as Chair on the CanWEA Board.
